In the picture above, you're looking at a doorway that would be
accessible from the stair landing. If the door was to swing into the
building (opposite direction as shown in picture above), this building
code obviously wouldn't apply.
When the door has been opened as far as it can, the maximum distance
from the finished wall to the farthest point of the door can't be more
than 7 inches.
If this stairway and door are part of an emergency exit, the door might
require special hardware. Most emergency doors require panic hardware
that can be opened easily into the main flow of traffic exiting the
building, during an emergency situation.
