Here's a good example of a stair landing that doesn't require a guardrail. There's only one step, the platform is less than 30 inches from the lower level.

I would like to point something out though, even though the stairs don't need a guardrail, the stairs could actually become a trip hazard, or people walking around the stairway. Just because we solve one problem, doesn't mean that we solve all of our problems. If you find yourself having problems in a situation like this, you just need to get a little creative.

What about putting some plants around the stairs, forcing everyone to use the sidewalk instead of each side of the stairs.
