The base plate is often referred to as the bottom framing
plate. It doesn't get any simpler than that, the top of the wall has the
top plates and the bottom of the wall has the bottom plate or bottom
plates.
Sometimes you run into a situation where there are two
bottom plates. This isn't normal, but I've seen it before. Whenever you
find two bottom plates, there's a good chance that they're going to be
pouring a lightweight concrete over the floor sheathing.
The lightweight concrete is used to reduce noise for the lower floors.
