Brick stairs are usually built from bricks, otherwise
they wouldn't be called brick stairs. The picture below shows a nice
two-step set of stairs built from brick, going up to a porch that was
also constructed from the same materials.
The picture above is a small stairway that was
constructed from brick, but later on someone added tile. If you examine
the picture closely, you will notice that the stair risers are bricks
that had been painted white, with some type of tile added to the top of
the steps and landing, later.
If the bricks were made with the right materials and heated at the right
temperatures, they could last for quite some time. It's an excellent
product and has been used to build stairs all over the world, for
centuries.
