tandem cap is part of a handrail system that usually goes over a newel
post and sits in between two banisters or handrails. The picture below

it's used.
Tandem caps usually provide handrail builders with the
ability to go over a newel post, instead of butting the banisters into
them. These handrail parts are mainly used on handrails that are
horizontal and are rarely used for sloping handrails, like the one you
would find running down the side of a stairway.
